Smart city is the application of information and communication technology to measure, analyze to integrate the key information of the city operation core system, in order to respond to the need of residence livelihood, environment, public security, civil service, industry and commercial activities. The essence of it is to use advanced information technology to actualized the smart management and operation of the city, so to create better living experience to general population, thus to encourage harmony and sustainable growth of the city.

Building smart city is the need to achieve sustainable urban development. 

In the more than 30 years of reform and open policy, urbanization has been greatly achieved in China, especially after 21 centuries, with the rapid pace of urbanization, millions of rural population are flowing into the cities annually. In this rapid expansion, 

‘City ailment” has become the primary problems in city planning and management, the shortage of resource, pollutions, traffic congestion, safety problems are escalated. To break through this ‘ailment’, smart city concept comes along. Thanks to smart technologies include: radio frequency sensing, internet of things, cloud computing, next gen communication technology, they make it easier to sense the city; resource easier to integrate, at the basis of above, city management is refined and intelligent, thus decrease the waste of resource, alleviate pollution, resolve congestion, eliminate hidden safety hazardous, sustainable development can be eventually realized.

Building smart city is the strategic choice for China’s comprehensive competency. 

Nowadays, it is universal that many countries are highly attentive on the development of strategic emergent industries, our 12th five-year strategy has also confirmed the development importance of emergent industries. On one hand, smart city building will promote the development for internet of things, cloud computing, next-gen internet and next-gen informational technology; on the other hand, it also drives the development of medicine, transportation, logistics, finances, communications, education, energy, environment, the major role in expansion of domestic demands, restructuring and economic transformation is evidently important. Therefore, the building of smart city is of strategic significance to the improvement of national general competency.
